The profiles have a setting "Force simplified toolbar on the following fields:".
What is the "simplified toolbar"? Is is the same as the "Basic" toolbar in the Toolbar set list? Or is it "DrupalBasic"?

This needs to be explained in documentation.

It is DrupalBasic by default (unless you change it in the code of fckeditor.module).
Fixed in CVS.
