THe access to the admin/settings/scheduler URL is gouverned by "administer content". This permission does not exist in Drupal core. "administer nodes" was probably intended.

Hmmmm.
This was already fixed (#275018: Scheduler Admin Settings Menu Hook uses wrong user_access permission in drupal 5) for the D5-branch.
