Hello, our Drupal Development company is currently seeking to outsource (subcontract) our SEO and SEM services. This is for a long-term business relationship, or possibly even some sort of business alliance.
We are not working with large national companies, but rather demographically isolated small businesses. Lots of them in rural areas of Ohio. For this reason, I am NOT looking for $300+/mo services as my clients cannot afford such things.
An example case:
Local Salon and Spa in a city with 10,000 residents
Seeks to raise page ranks and do some SEM ad placements in an 80 mile radius
Minimal budget
They want to be the top result for spa in a 25 mile radius of a small rural town
All of our websites are in Drupal 5.x and will eventually move to 6.x. We currently provide lots of SEO modules, robots.txt enhancements, sitemap syncs, and basic submission services to our clients but we are not getting the results we like.
Please submit some example work that you have done with prices that you charged. Also include things like testimonials or references.

Budget?
What exactly is your budget if $300/month is too much? $30 a month?
Any reputable SEO'er or SEO company will charge thousands a month to actively work on a site, otherwise they would just SEO their own sites and make their own money.
You're be better off reading up in the SEO group here, SEO Chat, SearchEngineland.com and doing it yourself.

For small, rural communities like this, you're right that adwords is the way to go. There is just not enough search traffic to warrant the kind of investment that natural SEO rankings would need to be effective. CommonDavid is right. $300/month will not get you a reputable firm. There are some companies you could find for that price however I personally wouldn't trust my client relationships to such an operation. Realistically, for a basic adwords campaign, we would charge $1250 setup and $800/month to manage it. That puts Volacci out of your price range. However, we would be willing to do some hourly consulting with you for the price you've specified. We'll get you headed in the right direction. As eluded to in the request, we are NOT seeking to compete with anything large. Most rural areas have minimal SEM competitors. I should have clarified that what I am looking for is someone to do general SEO on the Drupal sites themselves, and then work at an hourly rate doing SEM (Google AdWords).
Our team is not ready to take on SEO in house, the stuff is a science and we prefer to focus on what we do best.
