Ad management system ?

Hello to all, I was wondering if anyone new if there is an "block ad managment system" module out.

What I need to do is have an automated system for my 150x150 block ads, the user will have to select from three options (three diff pages) to place there add on, then they be directed upon clicking submit to paypal where only after payment confirmation has been made automaticaly, they will recieve a link which will take them to a page to the upload their add they got and or to specify the details they want on there add. Then after submission of the ad is made, it will automatical be placed onto the desired folder (page) that the ads are pulled from, rotating rondomly. Something like this would be ideal, but ill take what i can get.
