I am using Drupal 6.6 (haven't upgraded to 6.8 yet)
Everything was working fine, I installed several image-related modules and then noticed that anonymous users are able to access the Edit option in the nodes!!
I checked Input formats, User Permissions and all possible settings and the only way I am currently disabling that option by editing every node and changing the Input format to Tabview setting (provided that the global Input Format default setting is set to FullHTML)
I also installed the node_privacy_byrole and it didn't help at all.
any input to fix this issue would be appreciated.

Do you see a "Rebuild Permission" button on this page: admin/content/node-settings?
Did you figure this out?
I'm having the same problem.
If anonymous users create content, then other anonymous users can edit it. It is a bug. I've reconfigures and rebuilt permissions multiple times and disabled the contect access module.
Has anyone solved this issue?
I'm in Drupal 6.11
