Is there a place to set gobal default rel=nofollow for external links scanned by search engines?

Not yet, but this has been accepted as a feature request in #144620: Nofollow?. I plan to add it "real soon now", but as you can see the other features were higher priority. :-)
I'm going to mark this issue as a duplicate, but are welcome to post on the other one, #144620: Nofollow?.

I am confused about the real issue of rel=nofollow. Do we need to add a rel=nofollow in every external link so that search engine will not decrease our page rank?
