The README file needs to mention permission settings

The installation of this module couldn't be more simple, so thank you for that, but there are two lines' worth of perms that need to be set before the mibbit IRC module will work properly. I've patched the readme so that it mentions the http://example/com/admin/user/permissions.

It'd be far better IMHO if the module simply turned on access for authenticated users during installation. After all, unless you want this module to only work for the staff members of an institution and not all members of a site, the clearly superior choice would be to auto-configure the module's perms so that it at least "works" when it's first installed. If some site admin wants to use a public IRC chat room to conduct private, staff-only website business, they've probably got more severe security problems to think through. ;-)

Say the word and I'll roll a permissions-upon-installation patch for the 6.x-dev.
