Is there anyway to implement simplemenu for all users rather than just for admins? I would love to use this rather than the default primary links for garland. Thanks!

Check your permissions ('view simplemenu').

Superadmin always has this permission.
It's will be cool if user 1 can turn simplemenu off (because of use adminmenu, for ex.)
