Issue Summary
I will be moving the format role permissions to the user permissions table as has been done with D7.

Postponed until #378664: Break up features into smaller modules.

I've decided not to do this as I don't have time and I think the value of it is not great enough at this time. D7 will be in full swing before I get around to this.
