While browsing through the themes, I found that most of the themes do not explicitly mention the terms of usage of license information.
Some of them mention GPL, but very few.
Can anyone tell me if I am missing anything here.
Lets take an example of this theme: http://drupal.org/project/a3_atlantis
or this: http://drupal.org/project/appleweb
It would be great if someone could tell me whether I need to attribute the designers or not (can I remove the "designed by..." text in the footer or not?)
Also, I have the same question about themes under GPL.
I have searched the entire site. I couldnt find any information explaining this.

In order for themes to be distributed from drupal.org they must be GPL. That said, you can do whatever you want with the themes. Therefore , add or remove anything you like or don't like.
I read a discussion where there were a few themes that may not have been GPL that are in the contrib area, but I believe this was taken care of.
