How to control the menu root?

That is, I would like to put all of Navigation menu options in the CP. "Create content", "My Account", etc. How do I do that? This is a great feature for themes that don't have a place for sidebar menus (e.g. manji).

I tried specifying "/" or "" (empty string) on the module settings, but the module always show an empty control panel. Only "admin" seems to work here.
