Strange "Page not found", theme problem?

I´ve been experiencing wird behaviour of my Drupal installation recently (maybe since upgrading to 5.14?). It looks like this and it only shows to unlogged users:

When I installed a fresh Zen theme, it does exactly the same:

I am growing desperate, anybody any idea why is this happening? Should I downgrade, create another Zen subtheme with a different name...?

I forgot to say that when i siwtch to one of the core themes it´s not happening so that´s why I think it must have something to do with theme.

clarify your problem...means your problem is that the content not displayed in good manner...or page not found?

Whatever page I try to open as an anonymous visitor is served this way.

I have deleted my Zen theme completely and installed a new copy and I am slowly transmitting the styles, it´s the only solution I could find :-(
