How could you leave out one of the most important and fun things in Drupal theming, regions rock and make things so much easier.

It's not terribly important, but a good way to setup a theme is to include some regions in the info file/page.tpl, so user can add blocks to a variety of areas on the theme.

Ok this is something belongs to user but not theme developer. I will mark it as fixed.

NOTE: even the theme include some block regions within {theme_name}.info, it will be override during theme upgrade. So this hook is not such important and meaningful :(
