We found some bugs and corrected them. And it is now possible to turn public notes off.

All committed, minus the forced redirect, on hiding a comment, to the node plus fragment on a hidden comment. This needs to be done on ability to see the hidden comment, and the if it goes to the node plus fragment it need the page as well :-( For now still redirects to the node itself if the comment can be hidden, or the hidden item. Left the fragment is there available to use though.
