easy way to block users

I have a moderator that I want to give access to block users but I would prefer not to give access to edit profiles and view all users. Is there a module that I can use to give this finer grain permission. Something like if the moderator role is viewing the user profile there is a block link they can click that is only shown to them? Hope there is a solution can't think of a module that does this.
