The Javascript and css seems to be included on every single page of my site, even though I have set the ddblock block to only appear on the homepage. Actually, I didn't explicitly specify that it should only appear on the home page, but I placed it in a region that is only output on the homepage - perhaps this is my problem?

Thanks for reporting!

The following patch should prevent that the CSS and JS of the dynamic display block module is used on pages without a dynamic display block.

Please let me know if this solves the issue

Edit: Use patch in #3 this one does not work

Almost but not quite. That patch refers to a function named drupal_init_js_css(). Change it to ddblock_init_js_css(); and you're good to go.
