What is the best way to get a bug fix done quickly. I am happy to pay for the work because i need this fix ASAP. it is documented here: http://drupal.org/node/30371 and has been assigned. If anyone is interested let me know.

The easiest way is to use your FTP client and chmod the upload folder to 777. Work arounds and fixes for safe mode work by hosting company. Because all are different no fix will be a guaranteed one. Many companies have even removed php FTP functions to make it even harderto create a fix. Sigh, This practice seems to be getting more common in France and other countries that have problems with script kiddies.
