uc_roles predicates have confused arguments

Half of the notification actions for uc_roles take users as the first argument, but the triggers on those predicates say they take orders. Since uc_roles_ca_predicate() and uc_roles_ca_action() agree, I'm inclined to think that uc_roles_ca_trigger() is wrong. It all still seems to work anyway.
