Is this possible? Basically what i'm looking for is User A can become a "fan" of User B. This doesn't mean User B is a fan of User A, but If User B is a Fan of User A they can add User A as a fan...

Hmm not at the moment. If you define a one-way relationship, it can't be established both ways between the same two users. There have been requests along the same lines, so it may be something to investigate.
