DONATION_EMAIL defaults to donations@drupal.org, which is the Paypal address of the Drupal Association. I just resolved a Paypal dispute where a user of a website (not related to the Drupal Association) donated money before the site admin changed the default value. The money erroneously ended up in the Drupal Association's Paypal account, and was reclaimed by the sender.
