How do restrict my primary link under navigation to site navigation of its children?
Right now the children work correctly and display the correct hierarchy under the navigation menu but the Primary link just links back to the home page.

What do you want to do with the primary menu items?
When menu items have children, the menu items usually serve as labels and people usually avoid clicking on them. Hence, linking them to front/home page is one option.
If the site is online, please give the URL.
Stuck On Menus
The option you describe is how my site functions now. I have a menu item called "meeting minutes" shown expanded with children "January, October, November". If the item "Meeting Minutes" is clicked on it defalts to the home page.
I would like not to show this menu item expanded and to expand when clicked on listing the children. Right now if I opt not to expand "meeting Minutes" I can not get to the children it just defalts back to the home page.

I visited your site and found that you have done a good job with menus; though you could have put a bit less information for the parent menu item.
When I answered earlier, I had suckerfish (pull down) menus in the mind!
