Possibility of creating book pages even if book module is not activated

In my installation, the book module is not activated, but in the administration settings I see the possibility to create a Book Page (and there is really posible to create and save it). Moreover, I created the role "editor" and restricted the access to the book content type for this role... but even this role really CAN create Book page.
