i'm using D6.8 and if you add a new block and enter all the fields, choose the block visibility, assign permissions, the collapsiblock area doesn't appear. if you save the block and re-open/re-edit it, then the collapsiblock options appear at the top. i was wondering if this behavior is intended to let the block be created first, or if it should be there, because it would be nice to set that option without having to reopen. thanks for an excellent module!

Yes, the block need to be created first. I'm agree he could be more useful if options show up directly. I'm interested if someone find a solution for that...
