Add flag for Persian (and Tajik) [#361464]

I've just started using Language Icons module and found that there's not a flag set for the Persian language. I have created one. Please check it out and add it to your collection if found it useful.

Thank you for providing the icon. I took the liberty of pulling down the Persian flag from Wikipedia and making a PNG from that, which I added to 6.x-1.x and 6.x-2.x (next to a Tajik one).
