Export page shouldn't use system settings buttons

Issue Summary

The export page isn't a settings page -- you don't set anything you do stuff.
So
- it shouldn't have "save configuration" / "reset to defaults" buttons
- the yes/no radio is a bit silly.

Something like the "clear views cache" page would be better.

For that matter, it would make more sense to be under either content or site building :)
