Core initiatives are focused community efforts tackling the main challenges for Drupal 8.
Core initiatives are new. Initiative owners work together with community and core commiters to architect and build our platform for the next ten years. These are the main topics we'll be working on:

Configuration management
Deployment, change management and build management strategies for Drupal core.
Controlling the costs of change management will become a significant competitive and technological advantage to drive Drupal forward. This group was set up to discuss strategies for successfully managing change, including technical components and content components.

Web Services and Context
Make Drupal equally good at outputting data as XML, JSON and other non-HTML formats and expose Drupal's functionality through a RESTful interface. On top of that, make Drupal support different page layouts when delivering HTML pages to different devices.
To do that, we must give Drupal a unified, powerful context system that supports smarter, context- sensitive, easily cacheable block-centric layouts and non-page responses using a robust unified plugin mechanism.

Design for core
Improve the process and environment for designing new Drupal themes. Design and build a new core theme. Make it awesome to do and contribute design work in Drupal.

Multilingual Drupal
Improve Drupal core's support for using multiple languages for content, structure, interface. Build reusable patterns for contributed modules to build on and document the processes for users and the tools to integrate with proper for contributed module maintainers.

HTML5
Implement HTML5 markup and API's and switch the default doctype from xhtml to html for Drupal 8. This will allow us to refactor core templates and CSS as well.

Ensure Drupal is the leading mobile CMS platform by making Drupal's content editing and administration mobile-friendly, make its themes responsive and improve its front-end performance.

How do I start?
Your first order of business is to get a git development environment up and running. Next, you should read the instructions on how to test out patches and how to review them. If you're a developer type, read up on creating patches. If you've read these instructions and are still scratching your head, drop by #drupal and someone would be happy to help you!
