Situation:
Using Panels to overide the OG node. Created Categories for the OG. Created a view to include all content in the OG. Created Argument to filter out the Nodes by tax term. The view comes out with links visually the way it needs to be ie. term1 (3) term2 (4) etc.... (3) represents # of nodes in argument. The links do not go to the view. They are going to url http://term1/ for example.

trying to see what I can do to get this functioning. Any feedback would be great. I should say that the panels do not seem to be the problem becasue the view block was put on the right side panel and it had the same outcome. Thanks to dmuth for that troubleshoot.

I don't think this is an og_vocab issue.
When you look at the view as a page (i.e. not inside a panel) does it work properly?

The panels do not seem to be the problem becasue the view block was put on the right sidebar which is out of the panels scope(sorry not right side panel) and it had the same outcome. I should also say again that this is a view filtered to the tax term.

In another case:
When you just do the view without the argument filter it does take you to the view.
