I've successfully created translations for different content types (page, story, and custom types like 'person' and 'product'). This I've done by using the "Untranslated" link in the "Translate" tab.

For panels this doesn't seem to work. The links to the translation page look very similar:

http://localhost/drupalsite/node/add/person?destination=node/32/translat...
http://localhost/drupalsite/node/add/panel?destination=node/27/translate...

However, the link to panel doesn't work. It just stays on the same page.

However - this doesn't do the trick.

Panels 2 is no longer available and is unsupported. Marking all Panels 2 issues won't fix.
