If I disable a view that provides a block, that block is still available for use. If you have a lot of blocks already on your site, the /admin/build/block page can become quite slow. Removing unneeded views can help considerably. At the moment, I am unable to remove a multitude of blocks that are provided by various modules which I don't even need (nodequeue provides 3 for example).
I think that disabling a view should mean that it's blocks are completely disabled too.
