Here is a website using nice menus in the header block.
Notice that your webrowser shows about a third of the page scrolls to the right
even though nothing is to the right, if I disable or remove the nice menus from header
block w/ down then it the website fits in browser.

The website is designed to be about 960 pixels wide and is a variation of sky.

However using taxonomy theme, I can/do have other themes by extended path.

I setup a test page to use the core "Garland" w/ no change to style sheets to demonstrate the issue is not custom theme related:

Notice if I have enough items going horizontal in the header, even if they wrap, The browser thinks the element continues to the right... thus web browser shows a scroll bar for left to right, but scroll right and no content.

Maybe something about config "down" in the header block causes the CSS to think the borders of the menu keep going to the right?

I think that this is the same visibility issue reported here: #366280: Extra space below layout caused by visibility css. NM needs to have the space to display the full menu when expanded. If you look at Special Events and keep going down the children so it is fully expanded, you can see that is the full width of the screen needed. I'll mark this a duplicate.
