E-Commerce Paypal - not reading "Minimum Purchase Amount"

I have E-commerce (version 5.x-3.5) installed and I'm using Paypal for payment processing. I have products that can only be purchased WITH the main product (add-ons to the main product). On the Paypal page of the module I set the "Minimum Purchase Amount" to $230.00, but it is still allowing purchases of only the sub-products without the main product at amounts of $10.50 and $7.50.

My assumption is that it is not reading the "Minimum Purchase Amount".
