Role does not have access validation error for roles that have admin filters permission

Just found a situation that when a role has 'administer filters' permission but have not specifically been given permission for that format, they are correctly shown all formats in the default format drop down but a form validation error is given on save saying that the role does not have permission for that format.

Will fix for the next release.
