When I have no field selected, the block appears on the user account page.
When I check some fields in the admin section, the content compleate block completly dissappears with no error or logs in the watchdog.

When changing settings you might need to rebuild the drupal blocks (admin/build/block). I don't know if there is a clean way to do this programatically.

If this doesn't solve your problem could you give me a bit more info regarding your settings ? (CCK fields etc)
