I changed the filtering on INPUT FORMAT to enable certain tags (like for images to make a slideshow), but after I did that, I can no longer go about normally changing options or adding or creating because the drop down arrows no longer work.

So I went to

ADMIN --> SITE CONFIGURATION --> INPUT FORMATS

And I just changed the option there.

Also, the text in my "user management" --> "permissions" area went from normal text to something like:

aggregator module

instead of the normal:

aggregator

I need the arrows to be able to give me a drop down menu of things like they usually do instead of rerouting me to the top of the page and showing me nothing when I actually click on them!!

I cannot create or customize anything because of this. Any help would be appreciated.

I broke it down into pieces because together, it would change it.

The changes I've made kept the code visible.

Sounds like something you put in regarding css and menu is overriding the adminmenu.
If you have firebug, I would run that and see what css options are being used.

If you just installed a new theme or have changed your css for a menu, I would comment that out and see if the admin menu comes back.
