More granular permissions with better names

I want to split up the permissions and use more consistent name for them. I'm proposing the following permissions. Some are additions, others are just renamed to bring them into line with core.

Catalog:

• administer catalog
• view album content
• create album content
• edit any album content
• delete any album content

Playlist:

• administer playlists
• view playlist content
• create playlist content
• edit any playlist content
• edit own playlist content
• delete any playlist content

Program:

• administer programs
• view program content
• edit any program content
• edit own program content
• delete any program content

Schedule:

• administer schedule
• view schedule content
• create schedule content
• edit any schedule content
• delete any schedule content
