Create/Edit users that belongs to my group. Could I?

Issue Summary

Hi!
With this module (or maybe using this module as a base, and adding some extra code), could I add a certain permission that allows group´s administrators to create more users, and edit those users (as if user Nº 1), but only allowing that perms for users belonging to their own managed groups?
