Nearly blank configuration page

Excited to see this, since I had come to a dead-end here:

Should I be getting settings on the views settings page?
(Image of what I see is attached.)

I was assuming I'd find options to choose a skin there. (For instance, I made a
/sites/all/modules/views_carousel/skins/new
skin directory (a copy of the default skin)

But I don't see any way to select it.
