RSS feed / aggregator not working with non-English characters?

Description

Hope someone can point me to where or how I can find solution to this problem. I've tried to search Drupal but found no answers. I'm new to Drupal and just installed 6.8 on Win XP with SP2, everything went smoothly with install, but when I tried to add news aggregator, it only works with BBC but not Google, I've searched in Drupal and Google but to no avail, this is what I've done:
url ==> http://news.google.cn.nyud.net:8090/news?hl=zh-CN&um=1&tab=wn&q=angola&l...

If I put this url into a browser and to aggregator, it works just fine, but if I tried to change the search string to Chinese char, then I got the following error: The URL http://news.google.cn.nyud.net:8090/news?hl=zh-CN&um=1&tab=wn&q=安哥拉&lr=lang_zh-CN&ie=UTF-8&output=rss is invalid. Please enter a fully-qualified URL, such as http://www.example.com/feed.xml.
but if I put the same url into a browser, it worked just fine. What am I doing wrong?

What I have to do in order for the aggregator to accept Chinese? If there's no easy solution, what's the best alternative to show news feed from Google to my home page in Chinese or any other Asian language? I've set all tables in my db to utf8_unicode_ci, so it should not be the MySQL problem.

Any comments/suggestions are welcome. Thanks a lot.
