Issue Summary
Could be great to have the ability to select file encoding while viewing files in the repository. For now - if I try to view file with text in cp1251 (while system encoding is utf8) lines of file which contain text in cp1251 appears blank.

This is probably an issue in 2.x as well... we should verify...
