When an item is marked as not spam in the Admin > Spam tabs, the item should also be published.

-1 Some items are not spam, but also not fit to be published. For example, posts that are against your site's policy or contain copyrighted information. Such posts need to be marked as 'not spam' in order to prevent pollution of the Baysian filter.

OK, that's fair. Then there should be a message saying that the item needs to be published to be displayed.
