Just throwing this out there.

On my site I have a user that is able to force terms to all users, I've given her the ability to edit users of certain roles, but I'de rather she'de only be able to force the terms and not get into people's profiles etc.

Ideally, I'de have a page that just displayed a list of all the terms and then a freetagging field where you could type in a username to be forced.

(of course you could have all the terms here to choose from)

This actually sounds like it could be useful.

Maybe we could create a separate admin page which lists all users and displays a taxonomy widget next to each username. In this way it would be possible to assign a lot of terms in one go.

Maybe it would make sense to implement this as a views plugin (similar to what views_tagger does for nodes).
