Is it possible to add % modifier to this mod so that we can change price absolute by percentage?

That is not an issue for this module, it would be a feature request for Ubercart's attribute system. Since they don't take feature requests at Ubercart.org I'm going to close this issue and suggest you check out the Ubercart.org forums in order to make that request.
