I installed drupal-7.x-dev to test the new text formats functionality being introduced at #304330: Text format widget. When I came to create additional text formats, I noticed that after creation there was no links to configure them. See the attached screenshot.

I have a drupal 6 installation where the 'configure' options are listed alongside the 'delete' options. These appear to be missing from this drupal 7 installation.

I'll create another test install later to check this further.

I have just tested this with an install of the latest drupal head on a different server. The bug still exists.
