htaccess issues 403 forbidden

Just did a fresh install of 4.3.0 RC. When I go to run, I found that htaccess is blocking access to the directory. If I delete htaccess, I can get to the home page, but of course, then I have4 the Magic Quotes problem. I have no clue how to edit htaccess to solve this.
Tried removing Modrewrite
Saw another post about this error and tried removing the Modrewrite section of htaccess. That allowed me to get to index.php, but get the magic quotes error now. By the way, I have several 4.2.0 installs on the box and have never run into this problem on this server.
Found out the cause - kinda
Not sure which setting it is, but new version on Ensim on my server has a high security setting when adding a site. When switched back to the previous versions security level, it worked fine. Will check to see what might have been the security interference and post back.
