While I'm at it - I do not understand why Messaging and Notifications use the old-fashioned Drupal 4.7 location for their administrative menu items.
All settings clearly can (and should) be moved below admin/settings, which would also make those menus less confusing - i.e.:
admin/settings/messaging
admin/settings/notifications
The only exception to this are probably the menu items for Subscriptions - those would probably make more sense below "User management", i.e.
admin/user/subscriptions

jose reyero commentedThis is a big collection of modules and before grouping all items like they are we were finding the opposite issue, that it took a hard time for users to find were all the options were.
So thanks for the feedback, no intentions to change it for now though.

sunHrm. I think you are referring to the combined menu item for Messaging and Notifications. If you think that this is better than clearly separating the two modules, then there's still the issue that those items are located at the top-level of the administration, in Drupal 4.7 style.
We introduced those administrative categories to make it easier for users to grasp the structure of their Drupal site and how the functionality relates. I don't see why and how Notifications would be or need something special here.

Which is the best place for people to find them IMHO. There's also the issue that as you mention it mixes settings with administration, so they couldn't go under any of the other top level ones.
