Well on my installation i removed the parameter from the call on that line and added a default value of NULL to the _password_policy_constraint_js function but maybe you can come up with a better design decision..

This is a bug introduced while implementing #359658: Move JS for password_policy to own function.. It is fixed now and committed to a cvs. Thanks for finding it out.
