That's pretty simple. Go to views admin sections and clone the user_relationships_browser view. Go to Filters and click the plus icon. Add the "User: Last access" filter and configure as per attached screenshot (adjust timespan as you need from 15 min). Put in your user id in Arguments under live preview - it should work now. Should show your related users who were on the site in the last 15 minutes.

You should set the URL of the page it's on (default is relationships/%) if you need the page, or refer to "Blocks by type" or "Blocks by user" for possible blocks. That should be basically it :)
