Would Drupal be able to do this?
I want to make a video and picture site:
1. Once a person registers, they will be able to submit content
2. The person uploads pictures / videos from their computer and it will be visible on the pictures and videos page.
3. The people will comment on videos and pictures?
I want to ask, is Drupal capable of doing this? I have never worked with Drupal, but if it will be possible to do this, I will start working!

Joomla..
I have been using Joomla, and my site came out to look very nice, but to my dissapointment, it had nothing to upload images and videos and put them into their own pages.
Which books should I look at to get me started?

To make sure..
I want the video and image uploads to:
1. Upload to MY server especially the videos! Joomla had ways to have it stored away from my server and that's why I am looking for a change.
Videos need to be uploaded to my server and then be posted to the videos page.
Same thing with the images. To my server and then be posted to the pictures page.
Drupal makes this possible? Or I will run into dead ends like Joomla?

You can do this quite easily with Drupal. Check out the 'media' category on the downloads page for all the available video modules. To create a 'videos' page you'll want the views module. For images you'll want to look at the image and imagefield modules.
