Currently the global default is used instead of the users client.
This is especially important if the client has not got the permission 'administer sites' - as they will not be permitted to edit/see the associated client!

This patch covers too much. I have committed part of it in #368021: Inconsisten use of 'administer sites' permission. I will also look at #368019: permissions inconsistent use of 'create site' first.
