Only admin sees 'SEO checklist' in Admin pages.

Description
Only admin (id 01) sees 'SEO checklist' link in Admin pages.
User permissions given the different roles doesn't change this.
The other roles still can't see the link in the Admin pages.

I am experiencing the same problem. The issue still exists in beta3. Unfortunately, I don't have an idea what is causing it.

Okay, this patch should fix the issue. (remember to clear your cache!)
